Cincinnati tackles scrap metal theft

Cincinnati in the US says the problem of scrap metal theft in the city is out of control and officials are considering new restrictions on metal sellers to cut down the problem.
City officials want to require sellers to buy expensive licenses to sell and wait two days before receiving payment, with critics saying the restrictions represent some of the toughest in the country.
Opponents of the rules say they would hurt honest metal dealers, possibly putting them out of business, and hinder recycling efforts. Read more
